What is AYSO?

AYSO (American Youth Soccer Organization) is a nationwide, registered, non-profit organization divided into over 900 regions. South Irvine is Region 144, which is all of Irvine south of Irvine Center Drive. AYSO was founded in 1964 and is headquartered in Hawthorne, California. The organization is dedicated to youth soccer and, at the Regional level, entirely relies on volunteers for its operation.

Our Region is one of the seven regions (South Irvine, North Irvine, Costa Mesa, Tustin, Corona Del Mar, West Newport and Yorba Linda) making up Area Q.

Mission Statement of American Youth Soccer

To operate soccer programs where young people develop a positive self-image, self-confidence, and other positive character traits through their interest and participation in soccer based on AYSO philosophies:

Everyone Plays
Our goal is for kids to play soccer - so we mandate that every player on every team must play at least half of every game.

Balanced Teams
We require every region at the start of each season to set up teams as evenly balanced as possible - because it is more fun where teams of equal ability play.

Open Registration
Our programs are open to all children between 4 1/2 and 18 years who want to register and play soccer. Interest and enthusiasm are the only criteria for playing.

Positive Coaching
Encouragement of player effort provides for greater enjoyment by the players and ultimately leads to better-skilled and better-motivated players.

Good Sportsmanship

We desire to create a positive environment based on mutual respect, rather than a "win at all costs" attitude. All our programs must be designed to instill good sportsmanship in every facet of AYSO.

Player Development
We believe that all players should be able to develop their soccer skills and knowledge to the best of their abilities, both individually and as members of a team, in order to maximize their enjoyment of the game.

Email Policy

Due to the substantial time demands that are placed on our volunteers at various times throughout the year, it is our policy to use Email as our primary means of communication. Our region has 2,200 registered players so it is not realistic to communicate with our members by phone; plus the use of Email gives our volunteers control over when they spend their time on AYSO business. Official Email communication from the region will come from support@aysoirvine.org. It is the responsibility of the member to insure that Email from the domain name aysoirvine.org is setup as an authorized sender in your Email program. Our region is not responsible for problems arising from anyone not receiving Email from our server. Bear in mind that all official announcements, including but not limited to schedule changes, moved venues, registration information, etc. are ONLY sent by Email. You will receive the fastest reply to your inquiries if you send them by Email to anyone listed on the Contact Us page of our website.

Registration (04/01/10 - 07/15/10)
Fee is $130.  The division commissioner assigns players to teams based on availability and we do not guarantee placement on a team for registrations after July 15, even among siblings.

Player will not be placed on a team and cannot participate in any team activities until registration is completed. Players will be placed on teams in the order in which they register.

Please add any requests (the request applies to U8 or younger) you may have to your online application at the time of registration. We do not honor requests for U10 and above.

Note: No players with birthdays after 7/31/2006 may register. See Division birthdates below.

A skill evaluation is mandatory for all U10 players (birthdates from 08/01/00 - 07/31/02) and U12 players (birthdates from 08/01/98 - 07/31/00).  Players must attend one of the sessions. Click here for the schedule.  In addition, any player assigned to the U14 divisions (birthdates from 08/01/96 - 07/31/98) who did not play with in South Irvine AYSO in the Fall 2009 program must be evaluated before they are placed on a team. They can attend any one of the U10 evaluations.

Games are scheduled on Saturdays (morning or early afternoon). Some post season games maybe scheduled on weeknights or Sundays.


          IMPORTANT NOTICE: 

It is extremely important that all players are registered WITH THEIR CORRECT BIRTHDATE, AGE, AND GENDER. 

Region 144 relies totally on Parents and Guardians to provide this correct information, and we use this information to place our kids on their soccer teams.  Without correct information, your child may be placed on a team not within his or her age and/or gender, and this may cause them to miss all or part of the soccer season.  

WE CANNOT GUARANTEE CORRECT PLACEMENT, OR EVEN ANY PLACEMENT, FOR ANY PLAYER REGISTERED WITH THE WRONG BIRTHDATE, AGE, AND GENDER.

All U8, U10, U12 & U14 teams are required to earn 12 referee points during the Fall season to qualify to participate in the playoff tournament, which is not part of the regular season and is held as a reward for teams that provide referee support during the Fall season. Points are earned by having a certified referee earn points and assign them to your team. Not every team will have a certified referee parent so some teams will need to recruit a parent or older sibling to take referee training. Two points are earned for working a game as a Center Referee and one point as an Assistant Referee. Points are only earned by certified referees who work the games in their referee uniform. You may work your own child's game as an Assistant Referee. A Center Referee needs to be neutral and not have any children playing in the game.

Refund Policy

Refunds will be granted only with the approval of the Regional Commissioner. To apply for a refund, you must send a written request, stating your reason, with the subject: AYSO REFUND to support@aysoirvine.org. Please do not give this request to your coach.

As you would expect, the region incurs a cost for every player registered. As a result, any refund that is granted will be adjusted depending upon when the player withdraws:

  • If prior to July 31st, then fee paid is refundable, less $40 processing fee.
  • No refunds after July 31st.
  • No refunds for Winter select registration.

AYSO Plus, All Star, Winter and Spring Select fees are not refundable after the teams have been formed except at the sole discretion of the Regional Commissioner. Such a request should be submitted by Email documenting the reasons for the refund (why the player is withdrawing from the team) to the AYSO Plus Commissioner or the Director of Area Play.

Uniforms and Equipment

Each player must be dressed as follows for official games:

  • Each player will be issued shorts, jersey, and socks by AYSO. Lost uniforms can not be replaced. Shin guards and soccer shoes (rubber cleats with no toe cleat) needs to be bought by parent.
  • No player will be allowed on the field with hard casts, splints or any other object which the referee may deem as potentially harmful to any other player including but limited to earrings, necklaces, rings, watches, barrettes or other jewelry.
  • The AYSO uniform may not bear the player name or team name by any application of lettering, silk screening, etc.

Birth Certificates

If you did not play in our region the previous year you may be asked to provide your coach with a copy of your son's or daughter's birth certificate or passport at time of registration. We reserve the right to ask for the original. If a birth certificate is altered so your child will play in the wrong division, your child could be banned from the program. A board decision will follow.

Practices

Generally speaking, older players have later practice times than do younger players. Practice times are allocated by Division Commissioners to their coaches. Usually, more than one team will be practicing on a field at the same time, so coaches and parents are expected to cooperate in sharing the field.

Rain Policy

 

The City of Irvine is protective of their field conditions. This may require closure of the fields due to weather. Relative to practices, if you have not received a call from your team coach or team parent, plan on attending practice. Regarding games, also assume the field is open unless you have been contacted by a team official. However, even if the City has not closed the field, the ultimate decision as to whether the game is played rests with the Referee, who is responsible for player safety. Team Formation

Many parents are unaware of the Board's policy on team balancing and the mechanism that is used in achieving balanced teams. One of the principles of AYSO is balanced teams.   Our Regional Board has approved the following procedures for balancing teams in the U10, U12 & U14 divisions.

1.        Player skill ratings are compiled on every player from either the previous year's coach or division commissioner for returning players, or by attendance at one of three evaluation sessions scheduled in June and July.  All registered new players who do not attend at least one evaluation session are required to attend one practice with a team of the division commissioner's choice, at which time the player will be assigned a skill rating and assigned to a team, at the division commissioner's sole discretion, such that the composite skill ratings of all teams in the division are maintained in balance.  A new player cannot be placed on a team roster without first being assigned a skill rating.

2.        Players are assigned to teams by the division commissioner so that each team has a consistent mix of first and second year players and the same composite team skill ratings.  This will be done either using the league's team formation software or by spreadsheet.

3.        Players are assigned in sequence to the number of teams necessary for that Division based on the number of players that have registered by June 30th.  Additional teams are formed at the discretion of the Division Commissioner based on the number of volunteer head coaches and the skill ratings of the players such that all teams are balanced.  Our goal is to place all kids who register onto teams.

4.        Adjustments are made to ensure, where possible, that each team has a head coach, assistant coach and referee volunteer.

5.        Each head coach volunteer is assigned to a team that includes his/her child. We will place siblings in the same age group on the same team unless the parent requests otherwise.  The Division Commissioner then prints each team roster, puts each into an envelope and conducts a blind draw of rosters at the division coach meeting.  The division commissioner chooses last if he/she is also a head coach.

6.        Trading of players is only allowed so that the head coach of each team gets their own child.  The division commissioner arbitrates the trading of players among the coaches; in most cases there should only be one or two players traded.  Final decisions on balancing will be decided by the Team Formation Coordinator (Board Member) and his/her decision is final and not subject to appeal.


Note that this system intentionally ignores the neighborhood where the player lives. We feel that this is the only way to achieve the best balanced teams for our Region.

In forming teams, there is no guarantee your child will be assigned to a team with his/her schoolmates or requested friends. The assignment of your child to a team is at the discretion of AYSO and is final.  Neighborhood teams only apply to the U6, U7 & U8 Divisions at the discretion of the Division Commissioner. For the purpose of making neighborhood teams, please pick from the list which public school area in which you live. Your child may not go to this school, but it tells us in which area of the community you reside.  

However, there is no guarantee your son or daughter will be on the same team as your neighbor. Every effort will be made to put together a team from the  school you choose on the registration form.

AYSO Region 144 Zero Tolerance Youth Referee Abuse Policy
Purpose of the Policy

Youth development is the central focus of the AYSO program. This includes development of youth whether they are soccer players or soccer referees. All the AYSO guidelines and policies on providing a "Safe, Fair and Fun" environment for players also apply to youth referees. Only "Positive, Instructive, and Encouraging" comments are allowed to be directed at youth players or youth referees. The purpose of this policy is to make clear that verbal abuse or negative criticism of youth referees is as unacceptable as verbal abuse or negative criticism of youth players and to adopt basic standard sanctions for improper conduct.

This policy is not intended to imply that youth referees are always "right" and the adult spectator or coach is always "wrong". Just as youth players will make mistakes during play, youth referees will make mistakes in officiating, particularly in the younger divisions where they are learning how to referee. In addition, sometimes youth referees are "in over their head" because of a particularly challenging game, an assignment beyond their experience or comfort level, etc.

This policy is not meant to imply that criticism/abuse of adult referees is permitted.  However, in this case the adult referee is expected to handle such behavior at the field and report such incidents to the Regional Referee Administrator or other Board Member for appropriate action.

Policy on Youth Referee Abuse

It is never acceptable to abuse or criticize youth referees, verbally or otherwise, in any situation. Region 144 will not tolerate any verbal or other abuse, or criticism of a youth referee by any coach or spectator.

A Coach or spectator may only communicate in a positive way with a youth referee. The coach is responsible for ensuring all spectators associated with his/her team follow these guidelines relating to communication with a youth referee. A coach/ spectator may not express any disagreement or dissatisfaction with the officiating to the youth referee.  A coach/spectator may not, before, during or after a game, discuss with a youth referee their critique of the referee's performance, other than to thank and compliment the referee.

Any Board Member or AYSO-certified adult referee present at the game shall, if necessary, intervene if any coach, spectator, or other adult is criticizing or abusing a youth referee, verbally or otherwise and may take immediate appropriate action.  This may include directing the offender to leave the site, and/or suspending or terminating the game.

Any AYSO-certified volunteer (any coaches, Board Member, other referees, Division Commissioner, etc.) observing behavior not following these guidelines shall report the incident to the Regional Referee Administrator or other Board member within 24 hours of the incident so that appropriate review can take place.
There are appropriate avenues for coaches or spectators to share concerns about the quality of officiating. The region Referee Staff welcomes constructive comments about referees. However, any criticism or critique of a youth referee's performance may only be communicated to the youth by a designated Referee Mentor or the Regional Referee Administrator.

Disciplinary Sanctions for Youth Referee Abuse

Any Board member, upon receipt of any reported abuse of a youth referee shall report the incident to the Disciplinary Committee, which shall consist of the appropriate Divisional Commissioner, the Boys’ or Girls’ Director, as appropriate, the Regional Commissioner, and the Regional Referee Administrator, who shall implement appropriate discipline, before the next game if possible.

The following sanctions will be applied unless modified upon review of the incident:

Immediate and sincere remorse on the part of the offender may be taken into account when determining whether a lesser level of sanction should be applied.

Egregious offenses (e.g. repeated or multiple abusive situation, physical contact with a youth referee, or exceptionally Inappropriate misbehavior directed toward a youth referee) shall result in immediate and continuing suspension of the offending person pending a thorough review. The Disciplinary Committee will determine if further or more serious discipline is warranted. An egregious offense violates the fundamental mission of AYSO and requires strong action. Discipline may include, but is not limited to, suspension for the season, suspension for multiple seasons, "rehabilitation" (e.g. taking the child/volunteer protection training, taking referee training, referee a set number of games, or other remedial education and training), or expulsion of the person and/or their child from further participation in AYSO.

A suspended person may not, during their suspension, attend any South Irvine AYSO soccer game. The suspended person may attend practices unless notified of additional restrictions by the Disciplinary Committee. Note: The term “may not attend” means the person may not be in view of the game.

The Regional Board of Directors shall be notified of all suspensions at its next regular meeting and shall, subject to any further action of the Disciplinary Committee and any right of appeal, enforce the disciplinary action.

These sanctions apply only to the discipline of spectators and coaches. anctions necessary for any players on one of the teams involved that exhibit inappropriate behavior will be dealt with using the Cautions or Ejection procedures for that particular age group.

These sanctions do not limit, prevent, or replace any voluntary or required report or referral of improper conduct, by any adult toward any child, to any law enforcement or child protection agency.
